การมีและใช้เครื่องวิทยุคมนาคมในประเทศไทยต้องมีใบอนุญาตจาก กสทช. คู่มือนี้สรุปเอกสารและค่าธรรมเนียมที่ต้องใช้ แยกตามชนิดเครื่องและย่านความถี่Owning and using a two-way radio in Thailand requires an NBTC licence. This guide summarises the documents and fees by radio type and frequency band.
CB 245 MHz — เครื่องแดง (ประชาชนทั่วไป)CB 245 MHz — red radio (general public)
เครื่องมือถือ — บุคคลธรรมดาHandheld — individual
- สำเนาบัตรประชาชนCopy of national ID card
- แบบ คท.2 — แบบคำขอใบอนุญาตใช้Form คท.2 — licence-to-use application
- แบบ คท.24 — หนังสือรับรองกรรมสิทธิ์Form คท.24 — proof-of-ownership certificate
- แบบ คท.26 — หนังสือมอบอำนาจ (กรณีให้บริษัทยื่นแทน)Form คท.26 — power of attorney (if we file for you)
- หลักฐานการซื้อขายเครื่อง — ใบส่งของ / ใบเสร็จรับเงินProof of purchase — delivery note / receipt
- รูปถ่ายหน้าเครื่อง–หลังเครื่อง เห็นหมายเลข SN ชัดเจนFront & back photos of the unit with the SN clearly visible
- ใบตัดล็อต ฉบับลายเซ็นSigned lot-cut certificate (ใบตัดล็อต)
เครื่องมือถือ — นิติบุคคลHandheld — company
ใช้เอกสารชุดบุคคลธรรมดา และเพิ่ม:Use the individual set above, plus:
- หนังสือรับรองบริษัท (อายุไม่เกิน 90 วัน) + ประทับตราบริษัท (ถ้ามี)Company certificate (issued within 90 days) + company seal (if any)
- สำเนาบัตรประชาชนของผู้มีอำนาจลงนามID copy of the authorised signatory
เครื่องโมบาย / ตั้งสถานีMobile / base station
ใช้เอกสารข้างต้น และเพิ่มเอกสารตั้งสถานี:As above, plus station-setup documents:
- สำเนาทะเบียนบ้าน + แผนที่บ้าน หรือ สำเนาเล่มทะเบียนรถHouse registration + map, or vehicle registration copy
- หนังสือยินยอมให้ตั้งสถานี (แบบ คท.21 บ้าน / แบบ คท.22 รถ) + สำเนาบัตรเจ้าของ — กรณีไม่ใช่เจ้าของกรรมสิทธิ์Station-setup consent (Form คท.21 home / คท.22 vehicle) + owner ID — if you are not the owner
ค่าธรรมเนียม (รวม VAT)Fees (incl. VAT)
- ใบอนุญาตใช้Licence to use 535.- / เครื่อง/ unit
- ตั้งสถานี กำลังส่ง 5 วัตต์Station, 5 W 535.-
- ตั้งสถานี กำลังส่ง 10 วัตต์Station, 10 W 1,070.-
- ตั้งสถานี กำลังส่ง 30–60 วัตต์Station, 30–60 W 1,605.-
สำหรับหน่วยงานราชการ (245 MHz) — ไม่มีค่าธรรมเนียมใบอนุญาตFor government agencies (245 MHz) — no licence fee
ลงทะเบียนขอรหัสประจำตัว (ระบบ EFA)Register for an agency ID (EFA)
ลงทะเบียนผ่านระบบ EFA แนบไฟล์เอกสารของหน่วยงาน แล้วพิมพ์แบบคำขอลงทะเบียนRegister through the EFA system, attach your agency's documents, then print the registration form.

- เอกสารจัดตั้งสถานศึกษา/โรงเรียน หรือหนังสือจัดตั้งหน่วยงานSchool / agency establishment document
- หนังสือแต่งตั้งผู้อำนวยการ หรือผู้มีอำนาจลงนามAppointment letter of the director / authorised signatory
- สำเนาบัตรประชาชน / บัตรข้าราชการ ของผู้มีอำนาจลงนามID / civil-servant card copy of the signatory
- แบบ คท.8 — รายละเอียดประกอบคำขอ 78/245 MHz สำหรับหน่วยงานของรัฐForm คท.8 — 78/245 MHz application details for state agencies
- แบบคำขอลงทะเบียนขอรับรหัสประจำตัว (พิมพ์จากระบบ EFA)EFA ID-registration application form (printed from the system)
- แบบ คท.24 — หนังสือรับรองกรรมสิทธิ์Form คท.24 — proof-of-ownership certificate
กสทช. อนุมัติ → ส่งเอกสารชุดเครื่องNBTC approves → send equipment documents
เมื่อ กสทช. ออกหนังสืออนุมัติให้ใช้เครื่องแล้ว ให้ส่งเอกสารชุดเครื่องเพิ่มOnce NBTC issues the approval letter, send the equipment document set.
- แบบ คท.9 — แบบแสดงรายการเครื่อง 78/245 MHz สำหรับหน่วยงานของรัฐForm คท.9 — 78/245 MHz equipment list for state agencies
- สำเนาใบสั่งซื้อ / ใบส่งของ เครื่องวิทยุคมนาคมCopy of the purchase order / delivery note
- สำเนาใบค้าวิทยุคมนาคม (ของร้านค้า)Copy of the dealer's radio-trade licence
- รูปถ่ายหน้าเครื่อง–หลังเครื่อง เห็น SN ชัดเจนFront & back photos with the SN clearly visible
- ใบตัดล็อต ฉบับลายเซ็นSigned lot-cut certificate
AR 144–147 MHz — เครื่องดำ (นักวิทยุสมัครเล่น)AR 144–147 MHz — black radio (amateur operators)
⚠️ ต้องเป็นนักวิทยุสมัครเล่นที่มี บัตร VR ก่อนจึงจะขอใบอนุญาตใช้เครื่องได้⚠️ You must already be a licensed amateur operator holding a VR card before applying.

รวบรวมเอกสารตามรายการด้านบนให้ครบถ้วน พร้อมรูปถ่ายเครื่องที่เห็น SN ชัดเจนGather every document listed above, including the photos showing the unit's SN clearly.
ยื่นคำขอSubmit the application

รับใบอนุญาตReceive your licence
ชำระค่าธรรมเนียมตามอัตรา และรับใบอนุญาตให้มี/ใช้เครื่องวิทยุคมนาคมจาก กสทช.Pay the applicable fee and receive your NBTC licence to have/use the radio.
สังเคราะห์ความถี่ ประเภท 2 · 136–174 MHz (ข้าราชการตำรวจ)Type-2 synthesised · 136–174 MHz (police)

- สำเนาบัตรประชาชน + สำเนาบัตรข้าราชการตำรวจCopy of ID card + police service card
- สำเนาใบประกาศผ่านการอบรมการใช้เครื่องสังเคราะห์ความถี่ ประเภท 2Copy of the Type-2 synthesised-radio training certificate
- สำเนาหนังสือรับรองร่วมข่ายจากต้นสังกัด + หน้ารายชื่อผู้ขอNetwork-membership certificate from the unit + applicant name page
- แบบ คท.2, แบบ คท.24, แบบ คท.26Forms คท.2, คท.24, คท.26
- หลักฐานการซื้อขาย, รูปถ่าย SN หน้า–หลัง, ใบตัดล็อตProof of purchase, front/back SN photos, lot-cut certificate
